Rule 23. Committee Meetings.

(a) Written notice of the time, place and subject matter of all meetings of standing, special, and joint committees during a week shall be provided by the person who chairs the committee to the chief clerk or secretary by 4:00 p.m. on the Thursday preceding the week of the meeting, except that, during the first week of the first regular session, not less than 24 hours notice must be given. The person who chairs the committee to which a bill or resolution is first referred shall provide to the chief clerk or secretary written notice of the time and place of the first public hearing on the bill or resolution at least five days before the hearing. However, this requirement may be waived by motion of the person who chairs the committee to which a bill or resolution is first referred if concurred in by majority vote of the full membership of the house. The chief clerk or secretary shall publish and distribute copies of the weekly schedule of committee meetings and of the five-daynotice of hearing.

(b) The person who chairs a standing, special, or joint committee shall provide the chief clerk or secretary written notice of the change in the time, place or subject matter of a meeting. At the next daily legislative session, notice of the schedule change shall be announced by the chief clerk or secretary and published as a notice in the journal of the house.

(c) A scheduled meeting of a standing, special, or joint committee may be cancelled at any time. If possible, notice of the cancellation shall be given in the same manner as provided for notice of change in (b) of this rule.

(d) The provisions of (a) and (b) of this rule do not apply to a standing, special, or joint committee meeting scheduled after the date a conference committee has been chosen to consider amendments to or differences between versions of the general appropriation act. However, a person who chairs a standing, special, or joint committee shall post written notice of the time, place and subject matter of a meeting at least 24 hours before the meeting.

(e) The provisions of (a) - (d) of this rule do not apply to meetings of

(1) the Rules Committee when it meets for the purpose of preparing the daily calendar;

(2) the Committee on Committees referred to in Rule 1(e); or

(3) standing, special, or joint committees when the committee meets during the interim between sessions.

(f) Each standing, special, and joint committee shall

(1) record its meetings electronically and prepare a log of the recording adequate to locate specific testimony;

(2) prepare minutes of each meeting of the committee on a standard form prescribed jointly by the Rules Committees of the house and the senate; the minutes shall include

(A) a list of the names of each member present during the meeting;

(B) a list of the name and affiliation of each witness testifying before the committee;

(C) a brief statement of the position of the witness on the subject testified upon; and

(D) each amendment formally considered by the committee, the name of the member moving adoption of the amendment, the action taken on the amendment, and the yeas and nays if a committee member has requested a roll call vote on adoption of an amendment;

(3) maintain a chronological file of minutes, copies of which shall be made available upon request;

(4) make available to the Legislative Affairs Agency a copy of all minutes of committee meetings during the session for entry of the minutes as a data base on the legislative computer system;

(5) at the end of the second session of each legislature, deliver to the legislative reference library

(A) a binder that contains an index and copies of all minutes filed by date;

(B) tapes of committee meetings and logs for those tapes prepared under (1) of this subsection; and

(C) a file for each bill or subject considered by the committee that includes written testimony submitted to the committee, state agency position papers and memoranda, bill drafts considered by the committee, letters of intent adopted by the committee, and other materials of research value.

(g) The provisions of (a) - (d) of this section do not apply to meetings of subcommittees of standing, special, or joint committees or to conference committees. Reasonable notice under the circumstances shall be provided for meetings of subcommittees and conference committees.

I am mused by our meeting outside of Colorado, Southern Colorado, and the San Louis Valley, in such a remote and wondrous place as Alaska and her coastline Energy assets interests.

This gives consideration to the reflection about life; "its all in the Journey, not the end".
In reflecting again, we seem to be meeting in intersections of great potentials, players, concerns. and moments where our responsible stewardship and awareness of Clean ENERGY is of the ESSENCE..

Its nice to see you again....and i would like to meet with you to show you something very special here in Alaska... Alaska, Mr. Secretary, is even more than most understand or realize her to be; And i would ask for a meeting with you to explain this special Alaska Genesis Place, Time and Plan for your consideration.

I hope my views today will wedge into your consideration because my views go to foundational positions....

1.. Asst Atty General Mr. Ed Sniffen be in a lengthy manner publicly and legally deposed in reference to his long standing historical role of interfacing with many of our energy related events and parties related to our obligations to any and all energy matters where the term Proprietary, Confidential, Secret, or any other information kept from public access by any means has occurred as a matter of public testimony;
---And, if Mr. Sniffen refuses to do so, he be subjected to a public polygraph test in reference to those energy events and concerns mentioned above.

2...I formally request a # numbered (1 to 100 in ascending order) list of all items that have been determined to be Secret, Confidential, Proprietary, or in some other words not accessible to the public as public information, again in relation to any and all of our Individual Residential Life Essential Energy Needs matters.

3...That any and all future business contracts or agreements allowing any entity to do business with the public to declare in public and in writing any and all such secret information they will not allow us the public to see prior to our conveying any contractual working relationship with said entities..

4...Any Secret, Confidential, Proprietary, or other denied to the public information by a company or entity doing public business shall:
A-- with specificity in plain and simple English language describe what the nature of this secrecy is, by source, precedence, first history of its secrete designation status
B-- make reference to any and all patents copy rights, or other legal definitions as the reason for any and all secrecy

5..With 90%+ of the worlds Hydrogen Gas being Made from Natural Gas, Please ask all of the connected parties around refineries and natural gas production where there outlooks and awareness are at on hydrogen gas.. so we can begin to build foundation for understanding how hydrogen gas can continue to grow elsewhere in the world and not here in Alaska by many of these same parties...

6...For the public record, please have each member of your round table explain how you/they can discuss a life threatening or lfe impacting problem without having all of the information available to them so as to understand the nature of the problem..

7...Explain where i am wrong on the following: You have to demand open records for all and any public business because we are the ones who afford any entity to conduct business on our behalf....any man or woman who would deny position this should stand public scrutiny under rules of perjury!

8....I have asked and contiue to ask for an on the record PUBLIC ENRGY FORUM for nearly 2 years now and still to no avail,, dodged, denied, and diverted by allowing certain insider departments to hold energy conferences that charge the public and add insult to injury in their refusal to have an Public Energy Forum of 5 days, 7am to 10 pm per day on camera, on radio, on the internet, and on the record....

You have this capacity to do this now; In public; Or to facilitate another branch of responsible parties to intervene....!? Why not?








Need I remind you that this is:
1.. A public facility paid for in part, by a nearly $800 million per year budget that belongs to us the People
and has no inherent right to deny citizens the right to participate in the facilities fairly,
or to be a part of or engage in collusion of intent to conduct such an

It is my belief that if we as Alaskans ( in this case as Anchorage Citizens) come together in helping each other by setting aside our differences and bringing all of our revenue allocations, funding and generation to bear on clean energy, we will within the next 3 to 6 years breach a nearly Shangri-La like Anchorage City .
We are about to enter a new evolution as an Energy Aware Based Society-A society in Energy, Economic, and Population Harmony.
(When you look at all of the sectors in our community and society that are either out of control or not able to continue to be funded, it becomes imperative to secure our homes and dwellings energies needs first as apriority.)
This new evolution will be represented by Magnetic fields as electricity in many different ways and designs; And by Hydro-xygens as Water Based Energy Technologies like Geothermal, Solar, Wind, Coastal, Tidal, Current, Steam, Under Ice Current flows, Air, Hydrogen Gas and other water related fuels.
This wonderful and exciting new Energy Aware Evolution will intersect and popcorn up in many areas; But the most impacting and again exciting is the convergence with our Residential Dwellings…

In converting our Residential Homes into being all electric in lighting, heating, cooling, waste water, clean water, auto transportation, greenhouse foods, and home hydrogen gas generation we :

Should be a veritable Jungle Floor like in Opportunities for free enterprise undertakings and commerce.

The Magnetic Fields and Hydro-xygen Rivers, Lakes, Shorelines, Oceans, Streams and all of the creatures who live in them will communicate, sense, wish and hope with each other for our arrival.
